As I know, only you can run games especially made for PSP, movies, images and even you can emulate games (I played PSX Rival Schools last weekend). But you cant run programs/executables on PSP, so no.
Actually I think there is some sort of beta of mugen for PSP, but it's a piece of shit and doesn't run very well. I remember reading about it last year so maybe they've improved it. No you can't just put mugen on your psp but someone did develop some sort of software to play mugen on PSP.I have no clue about it, just google Mugen PSP and you should find a better answer.

Mugen on PSP never really...worked. I hope Shugendo will do good for the PSP.OpenMugen was absolute crap. Infinity Cat was good, although very buggy. I am wondering how Shugendo will work however.Rumours are, you could run Mugen through DOSbox on the PSP. I've never tried it myself though.
