I do thinkmotivation through stars > elitism through stars...why? because a && b:a) people who have 6 different star colors and have been around forever don't care about stars at all, neither positively nor negatively. I know I don't. Also, we pretty much scared all the overly proud creators away lately b) people who are new do care about them (-> human nature), for some it's even an actual reason to get into creating - not a decisive one, but it does have some influence. weird as that sounds.but I'm okay either way - since I don't care about them

It's not just about characters either it is what you give to the community as a person and as a creator.People get it not because they beg and plead or release crap in the hopes of hitting the magic number for it but because they put in time and effort to a "hobby" and a community. It is those that just do it for the love and fun of doing it that deserve the title. This is for everybody who thinks the title is a status symbol or a way to get standing in this forum.
