I could do the Image thing but I'd need a time and place, and the process may vary depending on the image style used for the portrait and I fear it'd be a lil' awkward in terms of executions.

Remove Alpha Channel or, if it's already doesn't have one, make the background black to the best of my ability.5. Duplicate Layer with Low Opacity (Usually in the 10s) above the original image.6. Add Zoom Motion Blur to said Low Opacity Layer (Blurring factor normally a lil' bit over 100).7. Same as 7 but with the blurring factor in the negatives.8. Merge Down.9. Add Zoom Motion Blur (Blurring factor normally in the low double digits, 20 should be good).10. Gradient Map to a Gradient suited to these portrait types.11. Index the result (If it looks dodgy with dithering set to None I usually choose Positioned instead).

That's good for a first attempt. I'd try a little more saturation though, that orange is not "strong" enough yet. But not bad.
