Very interesting projects, I thought the same and make the rest of street fighters like Geki, Retsu and Lee.
Well I proved your betas and are very solid, has bugs but is very solid, maybe I can help you with some things.
-For the sprites you can contact David, or can wait like other spriter will make, I contact my friend Chuchoryu and say that help me to finish sprites of all street fighters but he is really busy and probably late to make them.
-For voice probably you can use the voice of other characters or maybe record voice.
-For the AI, always I leave this point at final, check all commands of the AI, because sometimes you can use states that doesn't exist or something.
-For the portraits I can send you my portraits, and could contact Hades for the small portraits, for the hyper portraits you can use fan arts.

Some news about Balrog:
- Damage sprites already changed.
- Overhead throw already done.

- Dash Punch and Dash Upper already done. Now I'll try to made alternative ends of these moves, like in Street Fighter 4 (Dash Sweep, Dash Knockdown Upper (classic moves), Dash Knockdown and Dash Overhead (From SF 4)).
- EX-versions of Dash Punch and Dash Upper already done. And they have a little unusual assignment... (Yes, I would have you to intrigue.)
And once again- IF MY ENGLISH IS BAD- SORRY!
(Yeah, I need to copyright that...)

Well, changes idea is failed. So, there is will be only classic dash punches. Too bad.

My problem is not the sprites as they were in the file. My problem is codes, because Balrog;
- Or refuses to do usual Dash Punch.
- Or for Dash Punch need to quickly and poorly push Kick button.
Sprites in not problem, and they will be used. But not exactly as in the original.

And again some news about Balrog:
- Evades already done.
- Turn punch already done. But i will not make any another level of this move. Even EX. (It's not hard, but custom state is deleted. Also I'm focused on moves of Balrog by N-Mario. No differences.)
- Buffalo Head-Butt already done, However, in EX version, I decided not to reinvent the wheel, and made it just two hits.

As a first, can you edit a sprites of standing sprites of Kairi? (It's much closer to original Joe sprite).
And no, I have not any problems with Hades, if i've understood you correctly.

It lacks a lot of anti-alias and some parts are very weirdly shaded... too many lighted areas and it tries too hard to bring some... scars up?? I don´t know, it requires to be redone from scratch.

Well, it's what we have- this palette is default for these sprites.

That port is abominable. :gonkgoi:

If you about shadow- on sprite positions i was focusing on Balrog by Kamekaze. If ny Balrog have this problem with shades- his Balrog have it too.
It you about leg in dodge... Well, really, i need to fix that one time...
If you about little portrait- i'll repeat- I'm bad sprites. And this portrait just bad adapted to palette.

And send you new small portrait for balrog, Hades made for me, with a little changes by me, is with color separation of sprites by froz.

Well Guy needs update the hitsparks and effects like mwerly did with Ryu and Akuma, I hope isn't hard.

Rolento is done.
Poison only need implement custom combo, and few details.

The rest of Bosses needs new sprites yeah, exist some sprites of the gang of mad gear, but is more like bonus stages. But the advantage is that probably someone like chuchoryu is interested on Damnd. For Abigail only change the head of Hugo, and exist some sprites of Eddi. E.

If to be honest, I'm lazed. (Maybe because of Shiva- some sprites- and i'm KO'ed...) And I also was busy- translated some Controller tutorials from Elecbyte on Russian for local beginers. Anyway...
But right now I'm returning to work with him.
My problem- varianions of his strikes in his Crazy Buffalo.

No. I already finished with MAX version. (thanks to Copy and Paste- they're too identic for rewriting them.)
But now I'm saw a new problem- glitches in throw and and EX Dash upper. I hope I will upload his beta today.

When you do a counter kfm shows. and the big portrait is wrong when you do 3100 .

And I think you could add him a upper by fido barlog char, because it looks strange that super 3100. without an upper.

Amazing your char, I like it a lot.

I may come back and add more later, but here's a quick hit of feedback with Balrog's most glaring issues.

-Jump is a tad too high, Balrog is a very low-mobility character
-QCF super motions for a charge character? Nuh-uh.
-Custom Combo state is missing a couple frames
-KFM intro for arcade still left over and KFM sprites still in character in certain frames. Super win portrait still says kung fu barrage. Still has kfm readme. I wonder who you used for a base?
-Straight up disappears during his winpose
-Small port is still awful

All in all, pretty fair for a beta, but you have a decent amount of clean-up work to do. Good luck!

make a config so people can chose. I personally could just go edit the code but for others it wouldn't be that easy. I personally hate charge motions more than anything.

I personally hate charge motions more than anything.
Yerp!!! Medal of Rightness awarded. The only thing worse is the geniuses that include D, DF, commands which are virtually inaccessible to keyboarders, and the resounding geniuses that don't include commands that take Higher Speeds into consideration.

And well I made an edit of kamekaze's Balrog a long time ago (include a lot of palettes, fix some sprites of the color separation, all supers, etc) feel free to use the code or all you need.

Adout damage- of course. I just remaked this move- he hal less punches. So, damage was normal.
About speed- I already thinkint that it's too fast.
And yes- I need to somehow make a final punch eye-catching.
