Player 2 enters anytime in Arcade mode (Mugen 1.0)

In games as Street Fighter when you fight in Arcade Mode with Player 1 if Player 2 press start fight against player 1 interrupting the Arcade mode for a while, when the fight betwee player 1 and 2 is over the Arcade mode continue with the winner. Is possible to do that in Mugen? how?
