Personally, I have a liking to learn using the internet. There are many tutorials on anything dealing with anything!

Gamedev.net was the first that taught me programming

NeHe taught me OpenGL.

Various e-books, manuals and communities helped me on the beginnings of their respected game programming libraries, that was until I build up an advance knowledge of C++ syntax to just read the libraries myself.

testing for programming knowledge is hard, ona  stardarized test two guys can get a 100 but one of them took half the time to solve it, or amybe one guy can only work properly for 3 hours straight then his productivity dissapears; that's why school appers are more important while selecting a programmer. Hell I have a bad experience of choosing a programmer based on his portfolio and it turned out he did not make it all by himself, so he was far more underskilled to what he had shown me.
