For whatever reason, my order=# is not working properly. My arcade options seems to be all in order...;Maximum number of matches to fight before game ends in Team Mode.
;Like arcade.maxmatches, but applies to Team Battle.
[Options]
arcade.maxmatches=9,1,0,0,0,0,0,0,0,0
team.maxmatches=9,0,0,0,0,0,0,0,0,0

And so do my characters
;---------------------------------------------------------------------
[Characters]
randomselect,order=1
Rose,order=1
demitris,order=1
pyrons,order=1
Morrigan,order=2

But when I do arcade all characters are treated as order=1 no matter what. Is there anything that could be causing this?

9,1,0,0,0,0,0,0,0,0
It seems like there only appearance of order 1s
Notice the 1? It only uses that order and the rest are order = 0s which means they shouldn't appear.
Put on 2 after order 1
9,1,2,0,0,0,0,0,0,0
It will work.

Also, try to do a character name, randomselect, then the order
Like Morrigan, randomselect, order = 1

Nothing so far.

The only reason there are 9 battles of order1s is because i want there to be 9 battles. Like I said before, they are all treated as order=1 no matter what. If I have 4,0,0,0,0,0,0,0,0,0.... I will fight 4 random characters. If I have 2,1,6,3,9,3,5,0,3,0... I will fight 2 random characters. After the two fights, Arcade mode is over.

Use:
Morrigan,, order=2
not:
Morrigan, order=2

Why: after each character name you must specify a stage - it can be empty (as above), in which case a random stage will be used for the character, but you must put something.  If you just put "Morrigan, order=2" Mugen interprets the "order=2" part as the name of a stage, and the order will just default to 1.

Do you not notice the 9 zeros after it?
The first opponent you face is an order 1, the 0 defaults to 1. THAT IS why it does not go to order 2 and IT WILL always default to 1. Going along with tunglashor, the way you put the character and the order after is also wrong.

2,1,6,3,9,3,5,0,3,0 -> Wrong (Though the battles is correct)
You will fight 2 battles (in either 1 or 6, if there is none, it will either default to 1 or randomize).

The correct way will be 9,1,2,3,4.. an so on.

You will have 9 battles, but it will be any opponent in order 1 for that  "1".
Then it goes for order 2, any opponent at "2".

I think you're confused.  "9,1,0,0,0,0,0,0,0,0" means "9 characters of order 1, then 1 character of order 2".  That's it.
