-The Mishima clan for constant face/heel turns to the point where it's become predictable, and bland. It was pretty cool when Kazuya did it, but it didn't need to be happen again.

-The majority of the SF2 roster for lacking any sort of change in design/character after all this time. Ken's still a rich playboy, Guile's still chasing Vega for revenge, Bison still wants to get paid, Ryu is still a generic good-guy character devoid of anything interesting, Gouki's still failing to make Ryu give into that Satsui No Hadou, Deejay is still an uber happy guy that likes music, Dhalsim is still trying to find inner peace, ETC.

The only characters in SF that have gone through any massive character development IMO are Sagat, and Chun-Li.

idk why people dislike angel.  she's cool is she that hard to use? doing 10 hit combo in tekken is much harder than playing angel in kof. at least she's not boring to use like gouki or ryu.
