Ask small question, what is buffer time

Buffer time is any time window where the program/mugen is accepting input. When buffer time has exceeded, mugen won't accept commands anymore until its buffer is free'd up and ready to accept new commands. When commands are buffered, it means that each command you enter during that time will be queued in a sense. Everything you enter within that time will be read and processed.

For example, if you have a long buffer time for a command, it means that you can enter the command for that move even in the middle of something else. It just depends on how long that buffer time is.

all right, thx for explaining, and i have one problem, i try to play a character but i only can play the character on walk, crouch, jump, cannot attack or other things, is that related to CMD?

Most likely it is the CMD. If not moves are coded in State -1, the character won't attack.

but problem is that the CMD is already put in all the keys, which is x=x, y=y, something, means that this character is press the key as the above mentioned, is there any missing that cause this problem?

The CMD also needs State -1's to tell mugen what move to use when that button is pressed.
If that information is missing, nothing will happen when the button is pressed.
