Resizing Program

I've been looking into a lot of them, but most of them seem to mess up the quality. Any suggestions?

I know this is marked solved. But even when you find the absolute total best program that does the best work, it's still going to look somewhat crappy and a bit like mush. They all work on a sort of resize the pixels then even stuff out method. Good will never truly apply.

Sadly, because it's so much work the only true way to HR or even HD a sprite is to upscale it, then rework all the detail manually.
