I made this Hwa Jai several years ago. Was too afraid to animate it, but trying it now.

It's obviously not finished yet, but I wanted to know folks' opinions on his proportions. I want him to remain skinnier than Joe, but I'm curious if he looks "too skinny" to be a real character from CVS

Wow, this is awesome!
I'd say Capcom tends to exaggerate the proportions. Like, Joe is supposed to be a bit skinnier than other fighters (at least in my point of view, compare him to the likes of Ryu, Terry, etc.) but he is still buffed. If we are going to follow the style, I'd buff Hwa Jai a little more.
He'd look fantastic for a more realistic style though.

In the original image, I thickened his legs by a pixel. When I'm done, I may do that again with his arms, legs, and traps. I'll have the skinny version and a slightly thicker version.

I'm trying to see if I still got it

Spoiler (click to show)
The whole proccess, from sfa sprite, to resized cvs version, to another custom resize, comparison with my previous attempt, ryu for comparison as well.

Seeing that CFJ Sagat sprites makes me think Capcom planned to remake SF2 with CVS sprite along updating some Alpha sprites like Gief in CFJ

How does this KOFXIII Yuri conversion look?

Not bad at all. The pose is a bit awkward, but I guess, that is how it looks in KOFXIII. Head is a bit to wide IMO, I would reduce it's size by one pixel. Other than that it looks pretty good.

Thanks. I had a feeling about the head but wasn't completely sure. How does the original pose look awkward exactly? I'm not quite sure how to do something about that part.

I'm guessing that a pose where the arms are so close to the chest just doesn't translate well into a smaller res style like CvS2, probably due to detail loss or muddying. Least, that's what I thinks.

The pose was already weird in kof XIII, you can't do much about it, if you wanna be faithful to the source design.
You could probably make the sprite slightly bigger. Your sprite looks much thinner in comparison to cvs Yuri.

(I retouched the face in your sprite BTW).

Tried to improve a little bit

I originally tried to capture some of the angle of the stance for the torso but overdid it a tad. The width of the legs slipped past me completely, which is a bit of an achievement since I made this with the original CvS Idle right next to it.

ShotoBison again. Some standing punches this time.

Any tips on tools on making decent animation frames for CVS and CPS2 style?

Thanks

And here's little something from my workshop :P

I like this Bison customization.
I imagine as a backstory that a lost clone of the dictator initially has benevolent interests by going against his creator and then falling to the dark side of the Satsui no Hado. And maybe tutored/manipulated by Akuma.
Plus, the solid quality of the frankesprite here gives validity to any personal reinterpretation of Street Fighter lore.

I hope you continue having fun and throwing more of these stuff.

AFAIK GraphicGale is free and it has everything you need for making animations.
There's also Aseprite. Great tool, very versatile, but it costs about 20$.
I personaly use MSPaint+Photoshop.

I haven't thought about his backstory yet. I rather see him as Bison trying to mock Ryu's Ansatsuken style, copying Ryu's moves but performing them on his own twisted way to show Ryu how much superior fighter he is.

interesting take on chun li
LOL, it's ShotoBison's Midnight Bliss. Chunners was kinda obvious choice. I just added plated boots to her and Bison's mighty jawline :P
