In fighting games does every character have kicks set to the kick buttons?

i know its a stupid question and this will probably get closed.

they wouldn't be on punch buttons

although, some chars like Steve Fox have other stuff bound to kicks, in his case evasive maneuvers

And Dudley. He hasn't kicks at all. And talking about a completely inverse situation, Sagat hasn't air punches in SFII.

I throw Kim Kaphwan into this mix... who has kicks on his Punch buttons.  Equlity, people!  Equality!

(Anyone else think that in KOF96, Kim's crouching Heavy Punch was a batshit insane attack?)

a character who utalizes mainly kicks should not have many punches if any the reverse is also true it just looks weird.
