CPU like 100%

When i start MUGEN suddneky my CPU rates goes from 5 - 10 % to 100% , may i aks if this is normal?

If I remember correctly it is.
But on WINXP SP3, it's 50% instead.

Is there no wya to reduce it?

Caus ei mean my pc is making noise like a cow who used XTC

get a dual core processor, or a dual core quadro, or run it as a low priority process, or run it on a virtual console.
