Flash, won't really do that for you. Sure you can draw the sprites in it, but you still need to go through the hassle of extracting them, palleting them, inserting them in the sff and then doing the code.

Flash is at best, an easy media to draw with through things like node points and automatic smoothing.

The best way I could see is to create a movie clip on the stage that would have a trigger to advance the frames, ie onmouseover or on key press.
