I am currently trying to convert the World Warrior X screenpack to High-res

My only problems are the cursors and the portraits, what I really want help on however are the cursors.
If anyone can help please do so.

You can either change the offset of the cursors through the system.def or through Fighter Factory. However if still doesn't fit then you'll need to remake the cursor so that it can actually fit in the box.

If you're talking about the big portraits then go into your system.def file, go to [Select Info] and check look for this:

p1.face.offset
p2.face.offset

Those should take care of the positioning of the big portraits.

If you're talking about the small portraits then you can either change the scale of the portraits through the system.def or manually make a cell sprite that would accommodate the small portraits (i.e decrease the cell sprites to 26x26 for example). Or you could always make custom portraits for your chars to fit the select boxes if that's your intention.

Cursors: Where exactly would the offset be? This is on the cursor settings:
Quote;-------- P1 Cursor Data ----------
p1.cursor.startcell = 0,4
p1.cursor.active.anim = 160,0
p1.cursor.done.anim = 161,0
p1.cursor.move.snd = 100,0
p1.cursor.done.snd = 100,1
p1.random.move.snd = 100,0;*2001.04.01 NEW*

;-------- P2 Cursor Data ----------
p2.cursor.startcell = 3,7
p2.cursor.active.anim = 170,0
p2.cursor.done.anim = 171,0
p2.cursor.blink = 1             ;1 to blink p2's cursor if overlapping

p1's
p2.cursor.move.snd = 100,0
p2.cursor.done.snd = 100,1
p2.random.move.snd = 100,0;*2001.04.01 NEW*

;-------- Misc Cursor Sounds ---------
random.move.snd.cancel = 0;*2001.04.01 NEW* 1 to have random move sound

cancel itself when played repeatedly
stage.move.snd = 100,0    ;*2001.04.01 NEW*
stage.done.snd = 100,1    ;*2001.04.01 NEW*
cancel.snd = 100,2

I can only find it in 1P data:
Quotep1.teammenu.item.cursor.offset = -10, 0
p1.teammenu.item.cursor.anim = 183
However when i mess with it their appears to be no effect

If you have Fighter Factory then you can always mess with the offset with the cursors through there. I see that your cursor says p1.cursor.active.anim = 160,0 and p1.cursor.done.anim = 161,0 which also seems to be the case with the player 2 cursor. That does not dictate an action number as the one you implemented just says the group/sprite numbers. So you might want to change that from anim to spr if you aren't setting up an animation.
