Software for animating intro.

I'm thinking about making an intro for my mugen and i'd like to make something simillar to what is featured by this guy:

Can you please give me hints what software i could use to produce effects like that?

I seriously doubt that this floating game names ware made in PS, it would be really time consuming...

Really?  Let's see.

Step one, create a text box.
Step two, choose font, size, and color.
Step three, type something.
Step four, save as PCX.

Not very time consuming if you ask me.
