Protip: When you get to working on his CNS, all you need to do to change the size of his sprites
is find this section:

[Size]
xscale = 1           ;Horizontal scaling factor.
yscale = 1           ;Vertical scaling factor.

Change both of these values to 2 to double the sprite size (any number, even decimals, will fit though. Keep 'em even for the best value, and double size is usally best for these kinds of characters.)

Alright, there's something I need help with:

I'm trying to add a "Standing Medium Punch" I added the sprites for his punch, I tested him in MUGEN, but I hit all of the keys to check if it showed up, but it didn't. I deleted the extra empty frame like Rajaa said, but he still didn't show up. What can I do to fix this?

yea this same thing happened to me.

i just deleted my char and started over but theres probably some way to fix it.
