I was thinking of modifying one of my projects to include an automatic countering move.

It would be a move that your character will taunt the enemy into hitting you, then you counter his/her attacks by a bigger attack of your own (similar in operation as Johnny Cage's X-ray super but may not include ball-busting).

Are there considerations to account for so it will not be considered to be too cheap or something?

Depends of what do you want. In my Eric, one of his supers is "Raging Smile", a parody of Akuma's Raging Demon, but it works as a counter just like you said (Eric make a taunt, if enemy hits him, he grabs him and makes "something-like-RD"). I made this attack as a lv3 super and only works with physical attacks (NA, SA, HA)

Many chars have counter moves, as specials (KOF Ralf, Geese, KOF Kasumi) or supers (my Batman).
Just try various chars with counter moves and try to balance your move based on them. Can't recall many chars at now, so other people can probably help.

Here's what to take into account :
- Difficulty of the command for the move.
- How long the char stays in "counter position".
- Which moves can it counter (only basics, standing, crouching moves, specials, up to supers) ?
- How visible is the counter, meaning is it easy to see the char perform the move or not.
- How much damage ?
- Does it use a powerbar ?

Any Dudley should have Cross Counter
Billy from 2k2 HSDM and his parry specials
Angel by Sunboy should have her SDM and HSDM counters
May Lee by Koopakoot will have HCF+K as a counter

Usually the trend for counters is;

-Most counters have 3 versions; for air, normal standing moves, and crouching moves, unless your name happens to be Soki (who has a counter that activates against air, standing normal and crouching attacks)
-How many frames you want the counter to last for is up to you. Generally, you want some recovery for the counter.
-As Cyanide said, Dudley has the Cross Counter. This move deals damage depending on what hit Dudley in the counter. For an extreme but funny example, check this. Also note that in said example, Dudley does lose some health when he gets hit during his counter. That's up to you as well.
-And probably a standard for counters, they activate against Normal, and Special attacks. They don't block out Super moves.
