It probably represents "Black Pete" (Zwarte Piet), which is the assistant of Saint Nicolas (Sinterklaas).
He is portrayed by his brown face, red lips, curly black hair and often wears golden hoops as earrings.
The story goes as the friendly saint Nicolas freed some (black) slave children and gave them a paying job as his assistant.

This character has been a controversial topic for some years, because he resembles the black face caricature from the US.
Since the involvement of the UN because of racial stereotyping and racism, the Dutch government has been troubled in banning Black Pete.
This character for a children's festival somehow manages to split the community into extremes for supporters and opposition to ban him.
One says it's part of a tradition and can't be changed,Black Pete is the depiction of someone good and yadda yadda.
The others say it's a racist stereotype and should be banned.
