The tradition for Aztecs were usually to capture their foes, sacrifice them and eat their hearts (their gods always demanded sacrifices and, like you mentioned City, they would gain the opponent's strength by doing so).
Well, Buluc Chabtan (aka Kotal Kahn) was a god of war, violence, sudden death and human sacrifices. Also, the human sacrifices were not a tradition only for the Aztecs, Mayans did it too, so its not out of lore.
