It depends on what would you need. If it's sprite based, on the graphic section there's this topic

where you can find  people who could fill your graphic request. If that's the case, feel sure you make things clear on what you want,etc. Of course, you'd have to talk about price, because the spriters have their own life to attend, teir own projects, too, and being not known in the mugen scene would insta-throw your options. Which graphic style are you aiming for?

No. Spriting is not easy, especially an OC, and no one will be doing that much work for free. Either you do it yourself or you pay someone.

Do you realise how MUCH work it is to sprite a full character? It can take several month of full work...
It means a guy will work day and night for a long and complex work of art and will have absolutely no compensation.
Not very kind for the artist.

You still can try to learn spriting.
Or first using some bases to edit.

Expensive things are expensive for a reason. If you can't afford it, then you can't buy it.

If you're not going to do this yourself, you're going to have to pay someone. If you can't pay someone, then start learning to do this yourself.

If you don't want to do either, then you're not getting your OC.

Maybe you can learn spriting and stop requesting people to do work for free that is time consuming. Either come up with money to have it done for you or figure out how to sprite and do it yourself.

You'd have to spend a few thousand dollars at least because spriting a character (and coding it for Mugen) is time consuming that may take months and even a year or so. No one will do that for free. The more detailed the character, the more expensive the commission will be.

It may be discouraging, but those are the cold facts.

Listen kid. Unless you're willing to spend cash in at least the 4 digit range, you never ask for a character to be made especially one that would have to be made from scratch.

If you can't afford it, you either learn to do it yourself or start saving up.

Apart of the classic "don't ask content to be made", I can make you an advice. If you want to start an OC for MUGEN, the best way to start is to get a created character, change their colors (via palette) and make modifications of the char moves to get something more original. Then later you can learn some of Photoshop/Gimp/Paint/whatever image program to edit sprites as you wish and make something more customized.

Now, making something from scratch, that will cost you money, since as you read above, there're authors here that can create the sprites or code your char as you wish, but they cost money since it's time and effort they would spend in create something only you want.

Whatever the options you like to do, I wish you good luck with that ;) especially if you take my first advice and start by your own
