Only "complaint" I might have just watching the gifs is that the SFX could be a tad too big or not yet big enough on specials to destinct the different moves.

Personally (and I mean straight) I accept to be a lazy bum, who has to force himself doing something he wants done. But at those times I don't blame or judge myself, but roll with it and enjoy the "offtime" as much as I can. As feeling guilty about it makes both worse. The project and the time I take off.
Additionally there is something forced on us by someone else in real life.
Always... You work till you die.

So enjoy the time nobody forces anything upon you!

Because:
a) obviously you need to defocus
b) why cry bout it - that won't change a bit
c) maybe it's not your project anymore or at least at the moment
d) better taking some time and breaks doing it, but doing it right and good in the first place

Just cheer and enjoy yourself. Don't blame ya! For what?
Being off an obscure schedule nobody forces upon you?
C'mon...
The defocus is wasted if it focusses around how defocussed you are, if you get the meaning... ;)

I had to push through some dear projects myself.
The most recent being the hardest. I could have probably finished it half a year earlier. But at what cost? Hating it? Doing it halfassed?
Dropping it completely? I'd say so.
Instead I just tried to realize that it is work after all and no matter how much passion made it my project.
So I took breaks and vacations conciously!
That worked, because before that it was my subconcious to hit the breaks, while I felt guilty about it and ruined those times.
At this point I repeated myself, I know and I'm sorry.
But...
What are you trying to do? Competing with yourself or the spriters ideal you have?
Geez! It's you! Perfect! No matter if you are the best spriter or just a trainee.

Enjoy the fact that you are unproductive, till you are not. Then enjoy that!

Compilations are okay for starters, I'd say.
If you don't have a real idea what mugen is, a compilation can get you on the way and help you understand the basic setup of a roster.

Doing a compilation can be tedious. Everybody who fills a bigger roster knows. Tweaking composing, finding fitting stuff, etc.
But for me this also bears the problem.
Your "best of the best" might be my "crap - at best".
So in the end your roster is a compilation, too.

People who are frequently active on a forum usually do the composing part themselves.
Others, who make profit or just want an "all in one" collection don't give a damn and soon vanish after their threads and whining about having no time and not being good at this stuff get ignored.

I don't hate compilations. Just the idiots compiling those for fame and glory which is not theirs to take at all.

The rest has been said better than I could.

Also you posted in Configuration Help. So I guess you have a question.
So please ask instead of implying it.
Help is a door swinging both ways.

As the mugen build from that video is a full game, the included characters may have been edited.
So they might glitch or crash normal mugen. If that's your issue...

This reads fine in Office 2010, though the titles are tilted.
Interesting concept.
But imho you should drop the idea in a spoiler here if you want the community to take part.
It ain't that much and despite the rule set the presentation method is not too important at first.

Some things that popped up for me:

1.) I would simplify the "positive" scoring page 9 towards the (better) negative one.
Or questions like: "What about counter moves, guard cancel, etc.?" will arise.
Question already is if you - after simplifying page 9 - can ditch page 10 completely.
Since you don't mention starting points, so initial losses will give negative results.

2.) Winning by time over gives 50 points / losing a round costs 100 points - I'd say drop this completely or even the odds.
Despite winning by time over means you weren't good enough...

3.) Chars like Tarma from Metal Slug are chibi. Personally I have those in my roster. I fight them regardless of their size.
You don't plan to scale (or at least you don't mention it) big chars either. Take TamTam from Samurai Shodown for example.
I'd prefer to dismiss that rule.
And the chars look crappy when scaled up.

4.) All you write does imply you accept the use of AI controlled chars in your tournament.
Personally I wouldn't allow AI control outside the triggered events during normal play. Therefore state it 100% clear!
//AI matches welcome OR AI matches illegal.\\
You can drop the - pArry on sight - then, too... If somebody can read you well and is good with a parry-happy char, he/she would face possible ban regarding your rules.

Personally I prefer this version over v4 you showed later. Somewhat the standing knee kick pose you use for the finisher destroys the flow for me in your later videos.
So why not take both? First for weak version and second for strong version?
As I don't mind edits to go far astray from the source, I don't really buy the "it doesn't fit Sagat" argument...
Though on the other hand, I'd stick with the brawling excluding the tiger shot energy. I'd say it will look more brutal without additional SFX.

Wie kam ich zu mugen:
Erstmals kam ich mit mugen in Kontakt, als ich eigentlich davon träumte, ein Shoot'em up zu basteln.
Ich hatte zwar ein Programm, brauchte aber Sprites...
Da fand ich es. DosMugen!

Hab dann hemmungslos alles heruntergeladen, was ich fand & kam auf die alte MFG Forumseite.
Soweit ich mich erinnere war Rugal aus KOF '95 char des Monats (was sich dann auch nicht mehr änderte, bis die Seite starb).
Angemeldet war ich dort jedoch nie.

Nicht allzu weit danach stieg ich auf WinMugen um und missbrauchte den Konverter um den Großteil meiner downloads zu zerschießen.
Also saugte ich abermals irgendwie alles, was mir so unter die Maus kam.
Dieses Mal allerdings schaffte ich es sogar, mein mugen zu bevölkern und zu benutzen.

Quite some work you put into those, clearing out those edges, like the inside of the chain.
Might not be the best model in that game to use sprites from.
But those are definately better than the terrordrome model in my opinion, too.
I'm no creator for mugen, but certainly like to see more of these, man!

I prefer the Tekken bars, too.
That concept looks very sweet.
I would not change the colours to almost the opposite side of the spectrum, but keep 'em the same colour, like you did.
Only thing I'd personally try is to keep that extra edge (mirrored horizontally) the lifebars have next to the timer frame.
Basically I mean to mirror and then shrink them...

Never was a photorealistic chars fan myself.
But c'mon MK9 is beautiful.

I'd also like Basara returning & agree on that being the most relevant sprites for that explanation...
Funny that they don't just cast shadows about Tam Tam's joystick, like before.
One should expect a little loosening the restrictions now... Though, IIRC you actually never saw his ding-dong...

I mean even Germany allowed the legal distribution of MK X as the first of that franchise in this country & now they complain about nudity?

I don't get the part about googledrive, though.
My mega link is simply a dl-link. so any way of opening that one gives you 2 files in a browser window.

But if I misunderstood the issue with that mega link, I should be able to plant the files in my googledrive, I haven't used for years.
