the target combo FW+LP,MP is cancelable but not LP,MP, you need to do the full combo LP,MP,MK and then you can special cancel, which is the only time you can cancel out of MK - same as 3S. At one point I was considering having any medium cancelable at any part of the target combo

No, that is not what I meant. Example for shinkuu hadoken because it is level 1 super then it can use any P button(x/y/z). You don't need to create level 2 or 3 shinkuu hadoken. Just leave it as level 1 super. For shin shoryuken as level 3 super it can also use any K button(a/b/c) as long as super gauge has been reached level 3. So they are only different on the command move. Shinkuu hadoken is qcf, qcf + any P and shin shoryuken is qcf, qcf + any K. That is how Alpha 3 and CVS games super work.

I'm not sure exactly what would be viable feedback on my end since he's still in Alpha, but I can maybe offer some suggestions and other things I noticed to maybe pad things out a bit?
-At a very specific distance, the last hit of EX Gekishouhadouha [That's a name o-o] will miss the opponent
It might be exclusive to Reiji mirror matches though since I'm only testing with FF Training mode atm.
- Normals don't have guard sparks.
- Only light Koga Rengeki fully works. Medium and Heavy "work" in the sense that Reiji does the animation by himself without taking the opponent with him.
- Shouenbu can only be canceled from his air lights and air medium punch. Probably intentional but still wanna mention it just to be safe.
- No alt command for Raikoukyaku?
- Not sure if he's supposed to have an air throw but if he is, only the AI can do it. If not, well, the AI can air throw lol
- A suggestion, maybe instead of having EX Ryuenshou hit twice on each punch, loop the animation of him punching a second time?
Edit: One more thing I just noticed: No matter how late you do it after an EX Shouenbu, the initial punch on EX Ryuenshou only hits once.
Like I said, with him being in Alpha, I'm not sure how much of this is actually viable, but I do like what's here otherwise. Is there a CS planned for him? If not, I might just whip up a few palettes for him.
Another feedback for gameplay system.
Because level 3 super require 3 buttons pressed, it becomes an issue on mugen because mugen doesn't have hotkey for multiple buttons and also pressing 3 buttons is not possible on keyboard.
My suggestion is super level is depended on which button pressed like Alpha 3 or CVS games.
As your planned for using MP+MK for tag system, sorry if I am not convenient with that because historically Street Fighter is 1vs1 game.
My suggestion is LP+LK for throw, MP+MK for counter system, and HK+HK for rage. You can use 2P/2K for wake up system and EX moves like SFV.

Little hard... all Akuma what i foun are easy say lot off hp... ( One these are Cyber Akuma... Or i know that... ONLY good CA which i have was dos one.. )
Gonna do a mini 'build my MUGEN roster' and ask for an Akuma that can go toe-to-toe with the likes of OHSMBY stuff because the Good Ghost version's a tad cheap with the ressurection thing. I'm also ignoring non-AI stuff to yeah, this is gonna be tough.
