It's not a really a waste because CD2 (the repo mantainer) doesn't think of Plus Ultra as a "competition" to Ikemen Go, it's his pet project and he enjoys adding new features as a learning exercise.

On mugen you'd have to hit the opponent, and set the damage to negative in the hitdef; or send p2 to a custom state with lifeadd.

In ikemen you could just use lifeadd with redirect id without hitting the opponent.

-2 is processed before -1, so this block of code fundamentally overrides all ai commands when the conditions are met.

You're pretty much looking at this the wrong way. You shouldn't tell the ai to crouch whenever it can, you should tell it to use crouching attacks, and if your main concern is jus characters, to do so when the opponent's size constant is below a certain threshold.

Okay, I'm now very certain that the written state controller IDs have zero effect and it's all about the order they're placed in the CNS file.
That is correct. Their labeling is irrelevant, you can name every single block "[state 69, big whoop]" and it won't have any impact. Statedef 101 only ends when you define the next statedef header, not when you name a block "[state 102, whatever]". People frequently copy paste code from different states without bothering to change the numbers.

One thing I'm wondering now is how state overrides work. If I have state 100 in both commons1.cns and king.cns, which controllers will be run? The ones in common1.cns and king.cns, or only the ones in king.cns?
Character specific files take priority over the common files, so in your example the statedef 100 defined in king.cns overrides common1.cns

This is an addon that changes how shadows work in ikemen to match old school Capcom games. The code was originally cribbed from Ink's round shadows code, but I've since added more features taking advantage of Ikemen's tool. This stuff currently only work on the Ikemen nightly build, it won't work on stable 0.99 or any earlier releases. Please check the readme on either my github repository or the included html file.

I'm strongly convinced EXA is a front to a money laundering operation. Their business model just doesn't make sense.

They buy dead game IPs that 30-300 people play for free in fightcade, repackage it for thousands of dollars and then we are supposed to believe arcade operators are really bulk purchasing these and their customers are making Black Friday-lenght waiting lines for the privilege of playing romhacks of Breakers Revenge and Rage of the Dragons?

Simply don't use portraitscale for characters that were already made in HD resolution for mugen 1.0/1.1

Digital images look the same no matter what device you use to produce them. You can use almost any image ditor from Paint to Aseprite.

Make an alt account and be quiet. If you want to use a website/service and cannot avoid acting like an obsessive weirdo the only practical solution is keeping your mouth shut.

And this is something you should consider applying in other aspects of your life, because crossing people's boundaries irl can have disastrous consecuences.

Whip doesn't need palettes, she uses sffv2. If you pick her in KOFXI mode, you can swap between both movesets and doing so also changes her palette.
