Does any part of the move occur, or do they just hover in midair upon activation? If so, that would imply the VelSet sctrls are told to trigger on animelems that don't exist, so they never do.
Side note: the reason the ChangeState triggers were written as such is to failsafe in the event the character's current pos + vel y would put them below pos 0.

Usually there's more to it than that, like specifying it couldn't find a file within the def or there was a code error inside one of the files referenced.

Yes, IKEMEN has a known issue where the input buffer locks up if too many commands are done in quick succession, sometimes. It's existed since the first version of IKEMEN and carried over all the way to GO, but nobody knows why it happens.
It makes cancelling QCF into QCFx2 basically impossible unless you: A) Input it so the first QCF counts towards the QCFx2. B) Delay the QCFx2, which may be suboptimal if the combo timing is tight.
The same is true for QCB -> QCBx2.
Of course you won't notice this issue if the character uses a buffering system like Explodsive or Deep Buffer, so it's down to the commands themselves rather than individual inputs.

It's Yuyuko, but Vatista! ...or is it Vatista, but Yuyuko?
Either way, it's a silly thing based on me comparing Yuyuko's animations and attacks to Vatista's. It's essentially a Gensokyo Reloaded-style Vatista using Yuyuko's sprites.

You'll have to do it through an animation. If the element is static, you can include the duration it's fully visible for in the animation as well, otherwise it'd be better to use BGCtrls to change its animation to the fade out.
Yes. The drag and drops are just presets, which you can add the new sctrls to.
Just be aware that unless you fiddle with one of the .xml files, there won't be any syntax highlighting and FF will flag the entire sctrl as erroneous.
Not to defend this game, but unchanged from what? Fantina's Banette in Platinum (the only prior instance of her having one) didn't know any of those moves, let alone Snatch.
