How can I add a video in Mugen that come out during a move?

Just like this in the 20th second or in the 56th second during the Big Bang Kamehameha:

I know that I need to export every frame from the video, but how can I do this work?

Personally, I use "AVS Video Converter" which has a function to export a range or all frames.  It is not freeware.

There is probably a freeware program that does the same thing.

Then the frames just need to be indexed of course.

There is probably a better explanation coming heh

I've had success with Irfanview when making my What's Goin' On stage. It features a TV with a He-Man video in it singing "What's Goin' On?" and I believe that's what I used. The music/sound would just be a regular sound like any other in your character.

Once you export all the frames... If you have Photoshop, you can use the "batch" function to apply the same adjustments or settings to all of the images.  It's a very handy tool so if you do have PS you ahould try it.

Make a copy of all the images and put them in a folder on your desktop.  Open one image in PS.  Open the "Actions" window (in "Windows" menu).  Click "new action."  Now, make whatever adjustments you need to such as cropping/scaling, and converting to Indexed colors.  Click the "Stop" button in actions menu when finished.  If you make any mistakes you can "stop" then delete individual actions - you can see the steps being recorded - then just start recording again.

So when finished, you can go to File > Batch.  Choose your action, then browse to the source folder on your desktop.  Choose a destination folder.  APPLY.  Photoshop will apply the actions to every image.
