The only known way of doing this is using a series of custom states with changestate controllers with the commands you want to replicate the behavior of the enemy's usual basic states. There are still a few flaws with this method (ie: a QCF motion will still be QCF instead of QCB) but it's the only known way, since MUGEN doesn't support actually changing command.

If you're coding this for a fullgame, then of course you'll have much greater control over how the opponent behaves and should be able to overcome most, if not all, of the limitations of this method, but if you're coding this for a character to be used in standalone mugen, then you're going to be limited as to what you can and can't do.

Opponent will also be unable to attack during this time frame unless you are using a full game.

If it's a full game you can set aside a known variable for it and actually set it on the opponent without worrying about it breaking things.

In M.U.G.E.N there is no magic button

They say a little knowledge is a dangerous thing, but it's not one half so bad as a lot of ignorance.
