Don't know if anyone can remember but a long time ago someone was making an alternate SFF file for Reu's Evil Ken and Ryu.

I downloaded these updates expecting them to be finished because the creator claimed they were only to find half of his sprites were still the original Alpha style that Reu originally used.

Needless to say they weren't finished and does anyone know if they ever were?

I remember this from MI.

I think the guy release a beta for both of them, but I'm not sure.
The closest you'll come to Evil Ken in CVS style is Hero's Violent Ken, which basically has the same techniques.

Look like most of the projects that were being worked on before I left have been abandoned.

At least a fair amount of people are still around now.

Zetsubou's Ken EX has a regular, violent and Evil Ken mode (which is meant to play like Reu's version) , using CVS sprites, probably the only thing similar, but no luck as far as Reu's Evil Ryu unfortunately.
