mr freeze is a wip over at mugen multiverse  and as far as an only DC vs capcom screen pack, no i dont believe one exist, but their are a few variations with capcom and DC included

I've seen pictures of a DC vs Marvel vs Capcom, but I can't find the actual screenpack anywhere.

Stage interactivity isn´t possible unless is used in some sort of fullgame feature. You wouldn´t be able to use that in normal mugen so the answer is no.
