That is Gecko Moria from One Piece but, the sprites are edited is what İ see. The creator is Revolver if İ know it right.

It's complicated, almost all are made for arcade adaptations only, so most of them don't exist for MUGEN. About Battle Master, I know Brown made various chars from that game apart of Sugio
