Editing Character Codes

Is there any way to edit the characters codes for their attacks or like the buttons to press to do them?  Also is there a way to change there dmg rate and other properties. ( I mean all of this for already made characters)

Sure!

What you need is a program like Fighter Factory. Type it in Google and see what you get.

When you get Fighter Factory, in the application are ways to modify a character's CNS file, CMD file, even DEF file.
