Having a problem adding several characters

Hi there, I'm having a few problems getting several characters to run.
In this instance, I'm trying to get God Rugal to run.
As soon as the vs screen ends, I get this error:

Error message:
Could not open file: States/System.st
Error loading chars/GodRugal/GodRugal.def
Error loading p1

I've had this error a few times before, I'm not quite sure what's going on. Does anyone have a general solution that could fix this?

Edit: I also have a similar error with Jotaro (4th Part)

Broken characters are kinda common. You can try to open them in fighter factory and see what the problem might be. But it's usually a compatibility issue where a character gets labeled for your version of mugen but it isnt.
