Help in changing controls....

I've tried doing this, but it just isn't working!!!! Can anyone please help!?

Return to the options menu / Go to Load-Save and save the config

No I mean change the controls on the characters move....like Shin Bison's Psycho Crusher...I tried making it easier and went to Fighter Factory and changed it to Down Y. I saved it too, and it didn't work.
