Where is the command to jump and walk in the CMD file?

It's not.  It's hardcoded in mugen that if you have ctrl=1, you can walk, jump, and crouch.

So how do I make an A.I NOT jump, walk or crouch randomly?

It might help to rename your thread so that people can easily understand what kind of help you're looking for once they read the title.

You have to overwrite all those relevant states. Make sure to separate all command triggers with "triggerx != AILevel" and have separate triggers for the AI using "triggerx = AILevel" itself since as long as there are command triggers, MUGEN's default AI will cause them to trigger automatically at random. As for jumping, it's a little complicated and I had to actually resort to a customized version of state 40 solely for AI purposes and had to put a change state that forces the AI into state 0 anytime it's in state 40.

With that said, I would recommend you go through every single state that involves commands and separate them with human control and AI control triggers so none of them can happen randomly when the AI takes over.
