How can I do this combo, i read and "combo guide" and i now this ~ means realesa button and all that things, but I cant do this comand

I've edited your post to make it more readable. Make sure that bit that was there IS NOT in the cmd.
You probably can't do it for 1 of 2 reasons.
Your command buffer time is too fast for your fingers to do the move.
Or
You're playing with a keyboard and it has trouble with multiple keys being pressed at 1 time.

Try using something like

name = "FireToad"  ;Change the name to what you need.
command = ~D, DF, F, z+c
time = 15

If you still can not do it, change z+c to only c and try to get the move to work.
One simple test is to press forward and z and hold the buttons. It should work. Then press C while holding forward+z. If C activates while all three are pressed, it's not the keyboard.
I know for a fact that on my keyboard forward+a+c wont work and forward+c+z wont work. But c+b, c+y, and c+x all work fine.
