layout may not make the whole operating system but it is what helps most people figure out what OS they want, and why MACs can't catch a break. one of the BIG complaints is their shitty layout and horrible GUI.

secondly, everyone was talking about how 7 was just like Vista but with a few upgrades(some people went as far as saying "Vista was a beta of 7", which is true i believe), it's a common misconception of people to think they are similar OSes.  it's a common misconception for people to think Vista and 7 are very similar.
