before MUGEN guild went down for a while (at least for me), Alexlexus, decided to call me rajaagirl, then i left for work, came back and it was edited to say something else/more. Then he posted "[what the f***am i talking about]", which shows that he's pretty much a liar to get the effect he wants. WinMugen Plus was found during the voting for last year's RS Awards. It skirted into this year's pool as a result.

Also, updates that can be considered significant allow for a work to be re-nominated if someone chooses to, and more than a few folks did if memory serves. By "significant" this means some change that actually has a visible/viable effect on the character. All returners this year saw just that.

Blood Riot Iori has recoded Gouken in one month better than Alexlexus has coded him in one year.
When he was told to fix his CLSNs, holy shit : HE ACTUALLY FIXED THEM !!! A Gouken with decent collision boxes : HOLY MOTHER FUCKING SHIT !!!
When he was told to fix the bugs, holy shit : HE ACTUALLY FIXED THEM !!! A Gouken with almost no glitches : HOLY MOTHER FUCKING SHIT !!!
His vision of Gouken is not perfect, voices and FX still need work, gameplay is not perfect since the style is kinda strange (SF4 in 2D), and he would have not been able to create this char save for Alexlexus' sprinting on Gouken (which is the one and only good thing with him), but he actually fixes bugs.

i appreciate the words of likage (yes, i said likage, if that's even a word), but i don't wanna be involved in this thread heh.  My gouken was not up for any awards, and personally i'd rather keep it that way, since i feel this character of the year, worst character, ect, is usually nothing but a popularity contest.  I guarantee you 90% of the people who voted alexus on any of those lists, are the same ones who gave him problems in the past (i'm refering to all the old hate videos, ect), which is why i told him to just ignore it, because no matter WHAT he says or does, those people will still give him crap, so it's best to ignore them.  I personally think alexus has come quite a long way from when he started, even if he hasn't made everyone "happy" i think he's learning that he can do w/e he wants to do if he just tries hard enough.

But back on topic, i'm glad you like my gouken lol, i'm happy he wasn't nominated for anything right now though, there's still too much wrong with him imo to be considered "ready" to be considered great lol.  I've actually got a little release coming soon that fixes alot of minor problems and takes care of some things i wanted him to have before

yea it took me a year cause i made him from stratch
bri edited my work that was already there so yeah he will have something
done before me. most of the development time was spent spriting
which bri used and the code base. so dont compare cause at the heart of
it that is still gouken edited to play like sf4, i fi didnt make gouken that edit
wouild not exsist. bri had my back and he is the only one i gave permison to edit gouken

indeed, without the sprites i could not have made mine.  Although don't forget, the code base as you put it, was used simply to see how you went about coding your moves, then i changed everything to my own style but ya lol.  And yes alex is right, 75% of the time he's spent on gouken was infact used for spritinig, i could not have gotten anywhere near as far into my own edit if i would have had to make sprites or wait for someone else to make them.  Thankfully i did not have to do so, becasue i suck at sprite editing and making lol.  The coding though if you go look, is infact almost 100% my own but yes, alex is correct.

L dies later on anyway though (he'd delayed the attempt to kill him by writing his name in the other Death Note
