We all know Rugal to be KOF's main boss in several games (even if only alive during 94 and 95, 98 and 2002 don't count because they were dream matches) but little is known about his origin. KrauserAttempted to steal the Orochi powerDefeated Saisyu KusanagiDefeated Guile (non canon)So, at what time did he study the techniques, or how exactly did he copy them? Why is he so strong? Who's the mother of Adelheid and Rose? Any more information related to Rugal's origins or power can be discussed here

Debatable At this point, Garou Densetsu has taken a predominant role in KOF's plot, and not only as part of the crossover cast, but KOF93 was Fatal Fury. If Rugal is stronger than both of FF's bosses, then he is important after all.Moreover, Goenitz indeed was a herald of a higher power, a calamity or deity, and as such not even one of the sacred treasures was able to seal him, it required a Iori ROTB episode to defeat him. Goenitz's power is supernatural, where as Rugal was just a VERY strong fellow.
The whole thing with making statues out of people he defeats reminds me of some old movie, him acquiring techniques that are supposed to be merely "very special" martial arts and not supernatural shouldnt be seen as that odd, specially if you consider that his Black Noah could be used for cloning.. then you have the possibility of him implating stronger organs and muscles constantly to expand his own power.
