Hope that's being changed too. It looks much too flat. Either cartoonisate it completely, or go tekken styles and have electricity buzz all around the body. Showing the bones doesn't work too well with a matte black body outline.
They made that effect the same way as with the sprites, quickly flashing between black/skeleton and normal model (achieving that cool 3D specs effect). Also has electrical particles around it, shot was taken too soon.
But Gouki's as much of a regular character as Ryu/Ken/Chun-Li , can't be dropped at this point. And yeah what walt said.
Akuma, even though we know he'll be in it, will be a last minute "addition". Much like Luigi was in Brawl.
