stupid question on cmd

i feel pretty stupid asking this, but i have no idea what im doing wrong

alright, so im assigning a attack to the b button:

value = 250
triggerall = var(0) != 75
triggerall = var(0) != 76
triggerall = command = "b"
triggerall = command != "holddown"
trigger1 = statetype = S
trigger1 = ctrl

then, i make a attack D,F,b :

command = D,F,b
time = 15

[State -1, Spin Dash]
type = ChangeState
value = 280

triggerall = var(0) != 76
triggerall = command = "Spin Dash"
trigger1 = (statetype = s) && ctrl

now, for some reason i cant get the D,F,b attack to work
it just does the b attack and i can't figure it out so can someone tell me whats im doing wrong

special moves have to appear on top of normal moves and supers have to appear above special moves
