It's a great start, but not a great end. You need to do more refining to get that KoF XIII look, like smoothing out the outlines, fixing all the jumpy pixels, etc.

I think someone made a KoF XIII Chizuru sprite, you should try looking at that for reference or to get a better idea.

Other than that, I like where this is going, and implore you to continue. :)

Hands are a bitch to do, I feel you. I just want to say that maybe (and this is optional) a 1-pixel movement of the facial features would be good, but that's only me. You did a good work here, I'll be surveying closely from now on.

Cool ones (still can't believe that both of them are males)

There's something with the light lines in their pants that doesn't totally convince me, perhaps these are too straight in both legs I mean.

The references for the pants that comes to my mind are Kim and Takuma. Not sure if Daimon, Andy and Chin could help too.

Leaving that nitpick aside, Amazing sprites!

Kid, take your time and look in this topic. Some of those on DA WIZZLIZZZHT appears here. Or just google them. Or just learn to sprite and do them yourself.
