Honestly, u could make better use of ur skills/time on another character, but if u're making it only for fun and dont plan a great release, go on.

To many Gouki edits around, Orochi, Evil, Shin, God, Emo, Nude (not sure about this one  ), Gouki...

It's not about your character, it's about to use another Akuma/Gouki as a new character...

I see you want a different thing with it, I support some ideas posted here:

Well, not necessarily a Pikachu voice XD but another voice than Gouki's

My recommendation:
-Don't put him the ol'same Shotoklone moves like Hadoken, Shoryuken, and Etc... and obviously NOT a Shun Goku Satsu
-I like the use of colors, the Cyber Akuma edit in the face and the gloves
-You should change the color of his hair, maybe a yellow or blue, that orange still looks like Akuma
-Just called as Thunder, sounds better

You still can do better things with your char, I do that with PIM Reiji Oyama: I recolored to cyan and blue, give him ice/freeze moves and recalled as "Blizzard"... and he becames a sure success

I hope this helps to make a new original char and not another Gouki clone good luck!!

LOL. Thats why i had quit playing mugen for a while. I was tired of the same characters. Akuma/Gouki, Ryu, Ken, Bison, Robert, Andy, Ryo, Kim, Japanese gurls. Idk y you dont see many unexpected characters. T.Hawk, Raiden, Jax, Primal Rage characters, SNK-style Wolverine*something that popped in my head*,etc.

I was gonna be negative seeing as this is an annoying trend, but naw.

-His win state he snaps his fingers and a thunder strike takes him off screen
-Air special he floats on a rain cloud, doing one of two things (your choice)
--Shooting lighting bolts instead of energy or
--Lighting bolts strike the ground under as he moves kinda like upside down         |-Magneto's Shockwave

Well since hes "Thunder" Gouki give him a thunder clap move. It being a sound move the hit box would be enormous and fast, and of course LOUD!!!

You think you can be obnoxious with the lighting effects like make some of his body parts "glow" yellow to black, if you get my meaning. Or have an animation where lighting circulates his body throughout the fight.

Plz plz plz try not to give him moves Gouki has been established with.

I'm tellin' ya, Jango, despite spouting more 4Chan memes in a post than JesusZilla posts in a lifetime, can come up with something quite funny.

Anyway, on topic, You might wanna fix his stance; the way his foot jumps 1 pixel away for 1 tick is actually quite irritating.
