i see the potential in your character like most naruto chars. But, the creators never seem to try unlock that special potential at all. weater its graphics, playability, or even to be able to beat someone with basic AI. Thy who unlocks the potential, controlls all naruto mugen chars. 

nice, I felt shes missing a crouching kick (she does nothing) and a jumping kick (she punches right now) and running is not animating

AFAIK she can't teleport or excels at speed (anime super speed where they look like if they teleport), so I think teleport could be the replacement jutsu, she poofs, a log appears in place, and she appears in the teleport target, with the bonus that if someone was going to hit her the log would go flying, or break apart or whatever. She's supposed to be great at dodging so the teleport may mean that, but dunno she could get a different move for dodging where she quickly moves to the fore/background and then returns with an attack or something, ie. if using double back when getting hit, instead of jumping back she could do that.

The uppercut could be an easier combination (well i have trouble with that key sequence myself, i have to press extra buttons to get it, hadoken i have no problems) and raise more so she uses it as aerial combo starter

she still feels heavy to me, specially when jumping, the jump itself is fine, but she feels heavy when landing , also when walking, looks heavy, the anim could go a bit faster.

there, feedback, as for moves she has she might use or not, depending on what you want, she can cure her partner (green hands) or do a super toss, or do that punch to the ground that creates a crater. She's a medic and makes antidotes but in theory she could use syringes with whatever substance that isn't so good ie. on a grab, or something that helps her or her partner.
