can some1 give me the steps how to use this?

  how can i rip these characters and how can i put there sprites?

Subpar suggestion...

Depends how much you understand now.

Ripping is all about which emulator you use. And which game you're playing in said emulator. Some have a shots factory which allows you to disable layers and give a clean screenshot. Others like MAME don't and you have to clean manually.

As for making a character, there are mugen tutorials available both online and oddly enough on youtube. Check them out and see how far you get. Overall you'll need to be logical and patient. You need to try stuff out before asking. If you can't tell us what's going wrong we can't help you.
