CvS2 fire effects are easy. Make general shape, smudge in a few spots to get the "rising" flames, then apply a ripple effect. I used to do that shit all the time in high school when I finished my work in my computer classes.

Sword slash, flames, projectiles...This is a pretty simple question with a lot of potentially complex answers. Custom effects are seemingly made in 3D programs, then they have their colors reduced to be included into an overall palette for a character. I use a combo of Photoshop, Paint Shop Pro, TimelineFX and Adobe After Effects to make mine depending on the effect. I really enjoy making effects, even over sprite editing, and I've had professional training and have done, what I would consider, a ton of research, and there's still tons I can learn. But if you're interested, brush yourself up on basic Photoshop or any other advanced photo editing program and just do a little research depending on what you want to create.
For now, what I want to learn is making sword slash and fire. It seems really laborious but not impossible.Although I have no idea how to work with After Effects yet.Thanks for the answer.
