Indeed they can! you'd have to align them correctly to make it not look weird but yes they can be used to make a stage  ;D

Seeing how these sprites can't really be aligned by hand due to the fact they comes from a 3D stage and elements move each time the camera moves, the best thing you can do is use a program that can automatically do some free form deformation to reconstruct a big image from all your files. Photoshop CS5 can do that.

What function in CS5 did you use to align them ? Also, many of the layers here are useless, you can take only 20% of the images and get the same result I think.

That doesn't look too bad (I suppose the real image has a much higher resolution).
Now, it's a matter of precise work to separate layers correctly and reconstruct some parts to give deltas maybe, add moving clouds in the sky, little lights in the FG. A program can help create the water animation as many have done until now. A lot has to be done, but it looks like you're onto something there.

Thank u :) but I have to ask how can I use the RGB method to avoid color loss on a image which has too much colors.I am talking about the floor as u know there are parts that I have to delete and I will have to put a pink color there, so basically I want to know how to use the RGB method in a way that the pink color will be transparent  :)

- You make the color you want transparent pink or whatever color.
- Then you apply the RGB method.
- You know have 3 images that have red green and blue as principle color.
- You go on your original image and you select the pink color with magic wand, you copy the selection.
- You go onto your red image, making sure you're in RGB and not indexed, and you paste the pink on the image, so that it covers the region you need transparent.
- You convert the indexed, and make sure the pink is the last color in the grid so it's transparent in Mugen.
- You do the same for the blue and green image.
- You put them in the SFF and apply the correct code for the RGB method.
- ???
- PROFIT!

Maybe you could retry in 1290*720 so people can have HD rips, and can resize the sprites if they want them in HR only.
