No. Brawl+ is the balance fix. You can load texture hacks the same way you load Brawl+, so that's why they are seen together so much.

It's just a balance patch, Maybe it's worth it. But adding special features like LOLZ ADDING NEW CHARACTERS or LOL ADDING NEW MOVES is not gonna help it. They're just trying to balanced the game, not make it more useless.
