You can have Val code a disclaimer message that pops up every time someone hits "new topic" and "reply" stating not ask questions.

Or realistically, you can post a message in the administration board telling the staff to watch out for questions in the Code Library.

I believe in your existing sticky; If they post after that, or if they don't read it at all, then answering their question probably wouldn't have helped them anyway...

Is it normal the arrows used to split threads dissapear at some point?

Which ones exactly? And no, probably not.

When splitting a thread, sometimes the left colum will overlap with the right column, making the arrows disappear, if he messes around with his window size by using ctrl+ or ctrl - it should be visible again. ( If its what im thinking)

can we remove the image resize mod because it's really unpractical in a forum in which sprites, spritesheet and art in general are posted often

or ideally resized images could be clicked on to be displayed at normal size

and if there's a really fucking large image it can just be spoiled anyway
