I think there's a Batsu from TVC which is a WIP as I know. The ones Kanbei named come from PSX's Tatsunoko Fight game, and before you asked, there's no char from that game with a TVC gameplay

if you're talking about coding, yes, you can code what is called an 'Explod' parameter, which will trigger a lightning bolt animation (or anything you want to appear) when you hit the opponent.
