^ For a pseudo KOF styled Ryu you could try Kamekaze (KOF XIII Hybrid). For Ken, the one by Hh has a KOF groove.

Any recommendations for final boss characters?

Bump on this. Preferably, a boss that does not constantly have hyper armor.
And a tough, but not excessively cheap AI.

Apart of the answers you already got, I recommend you Aiduzzi's chars. They're all tough as nails, but not undefeatable, I always use them as bosses

Maybe it's not the same character, but time ago N-Mario made a Kouryu version of Ryu (and even a Kouryu Ken), you can get them here (1.0 only)

That's B.Jenet stage from Garou: Mark of the Wolves. In Guild Database you can find a lot of creators who made it
